Filing Application Procedure for Imported Cosmetics by Beijing Drug Administration
Imported cosmetics enterprises should pass high standards or ISO certification for cosmetics, and imported products must be allowed to be produced and sold in the producing country. At the same time, imported products should also serve as the domestic responsible person in China to handle the registration with the Drug Administration!

The materials required for the registration of the Ministry of Health are as follows:
Initial application and submission materials for imported non-special purpose cosmetics:
（1） Application Form for Filing of Imported Non Special Purpose Cosmetics;
（2） Product formula;
（3） Product quality standards;
（4） The inspection reports and relevant materials issued by inspection institutions recognized by the Ministry of Health are arranged in the following order:
1. Inspection application form;
2. Inspection acceptance notice;
3. Product manual;
4. Hygiene (microbiology, physicochemical) inspection report;
5. Toxicological safety test report.
（5） The original packaging of the product (including the product label). For those who plan to design packaging specifically for the Chinese market and launch it, they must also provide product design packaging (including product labels);
（6） Proof documents that the product is allowed to be produced and sold in the country (region) of production or the country (region) of origin;
（7） Imported cosmetics from countries or regions experiencing "mad cow disease" should provide official quarantine certificates as required;
（8） For agency declaration, proof of agency appointment should be provided;
（9） Other materials that may be helpful for the review.

（5） Product quality standards
（6） The inspection reports and relevant materials issued by inspection institutions recognized by the Ministry of Health are arranged in the following order:
1. Inspection application form;
2. Inspection acceptance notice;
3. Product manual;
4. Hygiene (microbiology, physicochemical) inspection report;
5. Toxicological safety test report;
6. Human safety test report.
