According to the relevant laws and regulations of China and the provisions of the General Administration of Customs of the People's Republic of China and the Ministry of Agricultural Production and Land of the People's Power of the Bolivarian Republic of Venezuela on the plant quarantine requirements of Venezuelan coffee beans exported to China, from now on, the import of Venezuelan coffee beans that meet the following relevant requirements is allowed:
 
I. Basis for inspection and quarantine
 
(1) The Biosafety Law of the People's Republic of China;
 
(2) The Entry-Exit Animal and Plant Quarantine Law of the People's Republic of China and the Regulations for its implementation;
 
(3) The Food Safety Law of the People's Republic of China and its implementing regulations;
 
(4) The Law of the People's Republic of China on Import and Export Commodity Inspection and its implementing Regulations;
 
(5) The Measures of the People's Republic of China for the Administration of Import and Export Food Safety;
 
(6) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agricultural Production and Land of the People's Power of the Bolivarian Republic of Venezuela on Phytosanitary Requirements for Venezuelan Coffee Beans Exported to China.
 
2. Names of goods allowed to enter the country
 
Venezuelan coffee beans, scientific name Coffea arabica L., English name coffee beans, refers to unroasted shelled coffee seeds grown and processed in Venezuela, which have been removed from the outer skin, pulp, inner peel and silver skin, and are made by drying, screening and other processes.
 
3. Permissible origin
 
All over Venezuela.
 
4. Concern about pests
 
Coffee beans imported to China shall not carry the following harmful organisms:
 
1. Albonectria rigidiuscula
 
2. Callosobruchus maculatus
 
3. Peanut bean is Caryedon serratus
 
4. Mycosphaerella coffeicola
 
5. The coffee berry beetle Hypothenemus hampei
 
6. Hypothenemus obscurus
 
7. Brazilian bean elephant Zabrotes subfasciatus
 
5. Pre-shipment requirements
 
(1) Registration requirements.
 
The Ministry of Agricultural Production and Land of the People's Power of the Bolivarian Republic of Venezuela (hereinafter referred to as the Venezuelan side) shall inspect the unroasted coffee bean processing enterprises, confirm that they meet the requirements of the General Administration of Customs of the People's Republic of China (hereinafter referred to as the Chinese side), and recommend them to the Chinese side. The Chinese side will conduct an audit and implement registration after approval.
 
(2) Production requirements.
 
1. Venezuela shall, in accordance with relevant international standards for phytosanitary measures, carry out epidemic investigation and comprehensive control and management of pests of concern to China during the growth of coffee and the production, processing and storage of coffee beans. The investigation and comprehensive control of pest outbreaks shall be completed under the guidance of technical personnel. Technical personnel shall be trained by the organization authorized by the Party. In the prevention and control of pests, pesticides prohibited by the Chinese side shall not be used.
 
2. As required by the Chinese side, the Venezuelan side shall submit to the Chinese side an investigation report on the occurrence of pests and comprehensive control records. When a new pest occurs in Venezuelan coffee, the Venezuelan side shall promptly inform the Chinese side of the relevant situation and the control measures taken so that the Chinese side can conduct an assessment.
 
3. In the process of production and processing of coffee beans, measures should be taken to remove moldy beans, moth-eaten beans, foreign bodies, live insects, eggs, soil, and impurities such as weed seeds, plant residues and gravel should not be mixed. Before export, coffee beans should be fumigated as necessary to kill storage pests.
 
(3) Packing and transportation requirements.
 
1. Processed coffee beans should be stored separately and separated from coffee beans sold to other markets and unprocessed coffee beans to prevent contamination.
 
2. Coffee beans should be packed with clean, new and phytosanitary materials. Each package shall be marked with the words "This product is exported to the People's Republic of China" in Chinese and Spanish, and the product name, processing enterprise and registration number and other information shall be indicated in Chinese and English. Before shipment, the tools of shipment should be thoroughly inspected to prevent contamination by harmful organisms.
 
(4) Product requirements.
 
Coffee beans must not contain harmful organisms of concern to the Chinese side. Coffee beans should comply with China's import plant quarantine laws and regulations and China's national food safety standards.
 
(5) Pre-export quarantine and certificate requirements.
 
Before export, the Commission shall conduct inspection and quarantine on the coffee beans exported to China, and issue a phytosanitary certificate for those that meet the requirements, indicating the name and registration number of the processing enterprise, and indicating in the additional statement: “This shipment complies with the requirements specified in the Protocol of Phytosanitary Requirements for the Export of  Unroasted Coffee Beans from Venezuela to China,  and is free of quarantine pests of concern to China. "(The goods comply with the protocol on phytosanitary requirements for the export of unroasted coffee beans from Venezuela to China, and do not contain quarantine pests of concern to China). After fumigation, the name of the fumigant, the dosage used, the treatment temperature and the duration of the fumigant shall be indicated in the phytosanitary certificate.
 
Entry inspection and quarantine
 
In accordance with relevant laws, administrative regulations, rules and other provisions, combined with the relevant provisions of this announcement, the import coffee beans shall be inspected and quarantined, and will be allowed to enter the country after passing the requirements. Non-conformity shall be dealt with as follows:
 
(1) If there is no valid phytosanitary certificate, it shall be returned or destroyed;
 
(2) from unregistered processing enterprises, for return or destruction;
 
(3) return or destroy the found soil;
 
(4) Quarantine pests or other live quarantine pests of concern to the Chinese side, or plant residues found, shall be destroyed, returned or disposed of.
 
(5) Other cases that do not meet China's entry inspection and quarantine requirements will be dealt with in accordance with relevant laws and regulations.
 
If the above non-conformity is found, the Chinese side will inform the Venezuelan side and, depending on the severity of the violation, suspend the export qualification of the relevant enterprise to China until the Chinese side confirms that the problem has been effectively rectified.
 
It is hereby announced.
