Quarantine requirements for banana plants imported from Myanmar that need to be known before importation
According to relevant laws and regulations in China and the Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Livestock and Irrigation of the Republic of Myanmar on Plant Quarantine Requirements for Banana Exports from Myanmar to China, Myanmar bananas that meet the following relevant requirements are allowed to be imported from now on:
1、 Quarantine basis
(1) The Biosafety Law of the People's Republic of China;
(2) The Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China and the Implementation Regulations of the Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China;
(3) The Food Safety Law of the People's Republic of China and the Implementation Regulations of the Food Safety Law of the People's Republic of China;
(4) Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits;
(5) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Livestock and Irrigation of the Republic of the Union of Myanmar on Plant Quarantine Requirements for Bananas Exported from Myanmar to China.
2、 Product names allowed for entry
Banana, scientific name Musa sapientum, English name Banana.
The bananas referred to in this quarantine requirement refer to immature green bananas harvested within 10-11 weeks after flowering, and no yellow bananas shall be exported to China.
3、 Permissible origin
Banana producing areas in Myanmar.
4、 Approved orchards and packaging plants
Banana orchards and packaging factories exported to China must be registered with the Ministry of Agriculture, Livestock and Irrigation of the Republic of the Union of Myanmar (hereinafter referred to as "MOALI") and approved for registration by the General Administration of Customs of the People's Republic of China (hereinafter referred to as "GACC"). The registration information must include the name, address, and registration code in order to accurately trace the origin of exported goods that do not comply with the relevant provisions of this quarantine requirement. The registration list should be provided by MOALI to GACC before the export season each year, and GACC will publish the registration list on its official website.

5、 List of quarantine pests of concern to China
1. Aleurodicus dispersus Russell, a spiral whitefly
2. Planococcus minor (Maskell)
3. Planococcus lilacinus (Cockerell)
4. Dynamicocus neobrevipes (Beardsley)
5. Bactrocera latifrons (Hendel)
6. Achatina fulica Bowdich, African giant snail
7. Fusarium oxysporum Schlecht, Race 4, Banana Fusarium wilt pathogen f. Sp. cubense (E.F.Sm.) Snyd. et Hans Race 4
6、 Pre export requirements
(1) Orchard management.
Under the supervision and guidance of MOALI, banana orchards and packaging factories exporting to China should take comprehensive measures to control diseases and pests, including controlling fruit ripeness, bagging, epidemic monitoring and prevention, post production processing, etc., in order to avoid and minimize the occurrence of quarantine pests of concern to China on bananas exported to China, and maintain good plant health conditions in the production area.
2. MOALI needs to gradually promote Good Agricultural Practice (GAP), supervise and manage the use of agricultural chemicals on bananas, regularly implement pesticide residue testing, ensure compliance with Chinese safety and health requirements, and provide relevant information on the implementation of the above measures to GACC upon request.
(2) Packaging factory management.
The packaging site and process of bananas exported to China should be kept clean and free from harmful biological infections. During the post harvest processing and packaging of bananas, they should be soaked, cleaned, and picked to remove insect eggs, foreign objects, etc. from the fruits, ensuring that they do not contain any quarantine pests of concern to the Chinese side.
(3) Packaging requirements.
1. Bananas exported to China should be packaged in new boxes and not contaminated with harmful organisms or toxic substances.
2. Each packaging box must be labeled with information such as fruit name, country, production area, orchard, and packaging plant code in Chinese or English.
3. Each pallet should be labeled in Chinese or English as' Exported to the People's Republic of China 'or' Exported to the People's Republic of China '. If pallets are not used, the same content should also be marked on each packaging box.
4. If wooden packaging is used, it must comply with the relevant requirements of International Plant Quarantine Measures Standard No. 15 (ISPM 15).
(4) Pre export inspection and quarantine.
When exporting bananas, MOALI must implement quarantine to ensure that the bananas imported to China are in an immature state and do not contain quarantine pests of concern to the Chinese side.
