Inspection and Quarantine Requirements for the Transit of Fruits from China to Thailand through Third Countries

 

 

 

According to the Memorandum of Understanding on Cooperation between China and Thailand in Health and Phytosanitary Measures, in order to ensure the quality and safety of imported and exported fruits from both countries, the General Administration of Customs of the People's Republic of China (GACC) and the Ministry of Agriculture and Cooperatives of the Kingdom of Thailand (MOAC) have recently signed a protocol on the inspection and quarantine requirements for the transit of fruits from China and Thailand to third countries through friendly consultations.

 

 

 

Article 1: Allow the import of fruits

 

The imported and exported fruits shall be the fruits listed in the list of fruit types allowed by both parties.

 

 

 

List of types of fruits allowed to be imported from Thailand

 

 

 

 

Article 2 Permissible Entry and Exit Ports

 

 

 

China's entry and exit ports

 

Friendship Pass, Mohan, Dongxing, Pingxiang Railway, Mohan Railway, Longbang, Shuikou, Hekou, Hekou Railway, Tianbao.

 

 

 

Thailand Entry and Exit Ports

 

Qingkong, Mudahan, Nakong Panong, Banpag, Bunkan, and Langkai.

 

 

 

Article 3 Approved Orchards, Packaging Plants, and Related Marks

 

 

 

Both parties shall provide each other with a list of orchards and packaging factories registered with GACC and MOAC, as well as samples of seals on containers and labels on packaging boxes.

 

 

 

Article 4 Packaging Requirements

 

Fruits should be packaged with clean and unused materials and stored in containers or refrigerated containers for transportation or transfer. GACC and MOAC should apply seals to containers. The packaging box should be marked with the name of the fruit, place of origin, name or registration number of the orchard and packaging factory, and indicate the following information:

 

The packaging boxes of fruits exported from Thailand to China must be marked in English with "Export to the People's Republic of China";

 

The packaging boxes of fruits exported from China to Thailand must be marked with "Export to the Kingdom of Thailand" in English.

 

 

 

 

Article 5 Requirements for Plant Quarantine Certificate

 

（1） Before exporting fruits, GACC and MOAC should implement inspection and quarantine. To issue a phytosanitary certificate for fruits that meet the requirements, the additional declaration column should indicate: "This fruit is in compliance with the Protocol on the Inspection and Quarantine Requirements for Export and Import of Fruits between China and Thailand through Territories of the Third Countries, And the container number and seal identification number.

 

（2） The validity period of the plant quarantine certificate is 10 days.

 

（3） When fruits arrive at the entry port, the customs/plant quarantine institution at the exit port shall provide the information of the plant quarantine certificate to the customs/plant quarantine institution at the entry port.
