Inspection and Quarantine of Imported Fruits

Pre entry admission

Evaluate and review the safety management system of exporting fruit countries/regions. If it meets the requirements of China's regulations, its products are allowed to be imported, and a list of admitted varieties and countries/regions is established.

Implement a registration system for foreign export fruit orchards, processing and storage units. According to work needs, with the consent of the inspection and quarantine institutions of the exporting country or region, inspection and quarantine personnel shall be dispatched to the place of origin for pre inspection, supervision of loading, or investigation of the epidemic situation and chemical use in the place of origin, evaluation and review. Those that meet the requirements of China's regulations are allowed to register.

Implement registration and filing for overseas exporters and domestic importers, requiring the provision of official certificates for each batch of imported fruits, proving that the products comply with various regulations and quality requirements in China, and implementing the main responsibility of imported fruit importers and exporters.

The General Administration of Customs will suspend the import of imported fruits or suspend imports from relevant fruit production areas or orchards, depending on the situation, if the following situations occur:

Outbreaks of serious plant epidemics in areas such as fruit orchards, processing plants, or surrounding areas upon entry; Upon inspection and quarantine, it is found that the Chinese side is concerned about the entry quarantine harmful organisms; Upon inspection and quarantine, it is found that the content of toxic and harmful substances exceeds the relevant safety and health standards of China; Those that do not comply with China's relevant inspection and quarantine laws and regulations, bilateral agreements, or relevant international standards.

Quarantine upon entry

When imported fruits enter the country, it is required not to mix or carry other fruits not listed on the plant quarantine certificate; The packaging box must be marked with the name of the fruit, place of origin, packaging factory name or code in Chinese or English; Does not contain quarantine harmful organisms, soil, branches, leaves, and other plant residues prohibited from entering China; The detection amount of toxic and harmful substances shall not exceed the relevant safety and health standards in China; If the exporting country or region has signed an agreement or protocol with China, it must also comply with the relevant requirements of the agreement or protocol.

02 Mediterranean fruit fly: A destructive fruit pest, belonging to the fruit fly family. This pest has over 250 hosts and mainly harms fruits such as citrus, apples, pears, and vegetables in the Solanaceae family.

China implements risk monitoring and early warning for imported fruits. Promptly issue risk warning notices and take control measures based on issues identified during port inspection, quarantine, and risk monitoring. Ports across the country implement inspection and quarantine on imported fruits, and those that meet the requirements of China's national standards and laws and regulations are allowed to be imported; If the requirements are not met, measures such as rectification, return or destruction shall be taken in accordance with the law.

Post Entry Supervision

Importers are required to establish import and sales records of imported fruits, and the storage period of the purchase and sales ledger shall not be less than 2 years. If significant safety and health or quarantine issues are found through inspection and quarantine, the customs will disclose relevant information to the society and require the import enterprise to notify the seller to stop selling and recall the problematic fruits.

Establish a good and bad record for imported fruit enterprises, and encourage them to operate honestly, trustworthiness, and legally. Key spot checks will be conducted on import and export enterprises with poor records, and strict inspection and quarantine measures will be implemented. Import fruit enterprises that forge documents and evade inspection and quarantine shall be strictly investigated and dealt with in accordance with the law.

Establish a fruit traceability system and recall system. Require importers to develop recall measures for imported fruits, actively recall imported fruits that do not meet the requirements of Chinese standards and regulations, and ensure the safety of imported fruits.
