Which toys can be imported without mandatory 3C certification?
Due to the existence of unsafe factors in certain toys, many countries around the world have established toy safety standards. Toys must be inspected and those that meet the standards must be marked on the product, otherwise they are not allowed to be produced, sold, or imported. Most countries adopt the International Toy Safety Standards formulated by the International Toy Industry Commission. Generally speaking, children's toys are designed and manufactured for specific age groups of children, and their characteristics are related to their age and intellectual stage.
Children's toys are segmented according to their age group: for example, they are distinguished by 0-3 years old, 3-7 years old, 7-10 years old, 10-14 years old, etc. The supervision methods for toys of different types and materials are different.
The general customs clearance process for toys is:
1. The customer sends the goods to the airport and provides prepared product information (invoice, packing list) and air waybill.

9. Delivery - After release, delivery can be arranged and transportation can be arranged.
3C certification is one of the thresholds for customs declaration of imported toys, so what is 3C certification?
1、 What is 3C exemption?
Starting from August 1, 2003, the state implemented a mandatory product certification system for products related to personal safety, animal and plant life safety, environmental protection, and national security. For products listed in the "Compulsory Product Certification Catalogue", they must be certified by a designated certification agency, obtain relevant certificates, and affix certification marks before they can be sold, imported, and used in commercial activities. For imported goods listed in the "Compulsory Product Certification Catalogue", if they meet the special circumstances specified in the Announcement No. 3 of the National Certification and Accreditation Administration in 2005, they can apply for several special circumstances under the "Exemption from Certification"
1. Products required for scientific research and testing;
2. To assess the components required for the technology introduction production line;
3. Parts/products directly required for end user maintenance purposes;
4. Equipment/components required for supporting the factory production line/complete set production line (excluding office supplies);
5. Products used solely for commercial display but not for sale;
6. Products that need to be returned for export after temporary import (including exhibits);
7. Parts imported through general trade for the purpose of exporting the entire machine;
8. Components imported through imported or incoming processing for the purpose of exporting the entire machine.
