Quarantine requirements for fresh passionfruit plants

 

 

 

On September 13th, Wang Lingjun, Deputy Director of the General Administration of Customs of China, signed the Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Forestry of the Lao People's Democratic Republic on the Requirements for Plant Quarantine of Fresh Passion Fruit Exported from Laos to China (hereinafter referred to as the "Protocol") online with the Lao Ministry of Agriculture and Forestry.

 

On November 5th, the General Administration of Customs issued Announcement No. 90 of 2021 (hereinafter referred to as "Announcement") in accordance with relevant laws, regulations and protocols of China.

 

Starting from November 5th, Laos' fresh passion fruit that meets relevant requirements is allowed to be imported.

 

 

 

Introduction to Passion Fruit

 

The fresh passion fruit mentioned in the announcement is Passiflora edulis, also known as Passion fruits.

 

Passion fruit is a fruit primarily used for juice, with mature fruits containing over 30% juice. The color, aroma, taste, and nutrition of passion fruit juice are excellent. It is rich in 17 essential amino acids, various vitamins, trace elements, and more than 160 beneficial ingredients that are essential to the human body. It is suitable for producing products such as fruit juice, jelly, fruit dew, jam, etc. It has magical effects such as eliminating fatigue, refreshing and sobering, reducing fat and blood pressure, anti-inflammatory and spot removal, and skin care and beauty. With the rapid development of the beverage and new tea beverage markets, the demand for passion fruit products is also increasing. China's passion fruit trade mainly focuses on importing passion fruit juice. 90% of them come from Vietnam, and imported fresh passion fruit can further meet the diversified market demand.

 

 

 

2 Approved Orchard and Packaging Factory Requirements

 

The Baixiang Fruit Orchard and Packaging Factory exported to China must be registered with the Ministry of Agriculture and Forestry of the Lao People's Democratic Republic (hereinafter referred to as "MAF") and approved by the General Administration of Customs of the People's Republic of China (hereinafter referred to as "GACC") for registration. Registration information must include name, address, and registration number. The registration list should be provided by MAF to GACC before the export season each year, and GACC will publish the registration list on its official website.

 

Before exporting Passion Fruit from Laos to China, orchard and packaging factory management should be carried out in accordance with the requirements of the Protocol. At the same time, the Protocol has clear requirements for the packaging, pre export quarantine, and plant quarantine certificates of Passion Fruit to ensure the quality and quarantine of Passion Fruit from Laos to China.

 

 

 

3. Entry quarantine and unqualified handling

 

When Passion Fruit arrives at the Chinese port of entry, the Chinese Customs shall carry out quarantine in accordance with the following requirements.

 

 

 

（1） Verification of certificates and identification.

 

1. Verify whether the imported passion fruit has obtained the "Entry Animal and Plant Quarantine License of the People's Republic of China". To apply for quarantine approval, log in on the "Internet plus+Customs" platform, and select the corresponding category under the animal and plant quarantine module to apply.

 

2. The packaging box should be marked in English with "Exported to the People's Republic of China", the name of the fruit, place of origin (province, district), orchard name or its registration number, packaging factory name or its registration number. 3. If wooden packaging is used, it must comply with International Plant Quarantine Measures Standard No. 15 (ISPM15).

 

 

 

（2） Entry inspection and quarantine.

 

1. Passion fruit imported from China can be imported from all ports allowed by GACC. Please refer to the GACC official website homepage → Special column → Business column → List of designated regulatory venues for details

 

2. According to relevant laws, administrative regulations, rules, and other regulations, inspection and quarantine shall be carried out on imported passion fruit. Those who pass the inspection and quarantine shall be allowed to enter the country.

 

 

 

（3） Handling of non-compliance with requirements.

 

If it is found to come from an unapproved orchard or packaging factory, the batch of passion fruit shall not be allowed to enter the country.

 

2. If quarantine pests of concern to the Chinese side are intercepted, the batch of goods will be returned, destroyed, or subjected to disinfection.

 

 

 

4 Retrospective Review

 

To ensure the effective implementation of management measures and operational requirements, GACC and MAF can conduct a comprehensive review and evaluation of the implementation of the protocol.
