New Changes in Customs Imported Food Labels
The Historical Evolution of 01 Imported Food Labeling Regulations
On October 1, 2019, the General Administration of Customs issued Announcement No. 70 to cancel the filing requirements for the labels of imported pre packaged food for the first time.
On April 12, 2021, the General Administration of Customs issued the "Measures", which made new regulations on the labeling of imported fresh frozen meat, imported aquatic products, imported health food, and special dietary food.
Background of the Development of New Regulations on the Labeling of Imported Food 02
Article 30 of the Measures stipulates the labeling of imported food.
#The packaging, labeling, and labeling of imported food should comply with Chinese laws and regulations and national food safety standards; If there should be a manual in accordance with the law, there should also be a Chinese manual.
This regulation follows the general labeling requirements of the Food Safety Law for ordinary imported food and remains unchanged from the previous requirements。
#For imported fresh frozen meat products, there should be strong, clear, and easily recognizable Chinese and English or Chinese characters on the inner and outer packaging, indicating the following contents: country of origin (region), product name, production enterprise registration number, and production batch number; The outer packaging should be labeled in Chinese with specifications, origin (specific to state/province/city), destination, production date, shelf life, storage temperature, etc. The destination must be the People's Republic of China, and the official inspection and quarantine label of the exporting country (region) must be affixed.
The content of this provision follows the labeling requirements for imported fresh frozen meat in the "Supervision and Administration Measures for Inspection and Quarantine of Import and Export Meat Products" promulgated by the original Order No. 136 of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China on January 4, 2011 and revised according to the Order No. 243 of the General Administration of Customs on November 23, 2018. Due to the abolishment of the original Measures for the Supervision and Administration of Inspection and Quarantine of Import and Export Meat Products with the release of the Measures, the labeling requirements for imported fresh frozen meat are reflected in this paragraph.
#For imported aquatic products, there should be strong, clear, and easily recognizable Chinese and English or Chinese language markings on the inner and outer packaging, as well as the text of the exporting country (region), indicating the following contents: product name and scientific name, specifications, production date, batch number, shelf life and storage conditions, production method (seawater fishing, freshwater fishing, aquaculture) The name, registration number and address (specifically to the state/province/city) of the production area (marine fishing area, freshwater fishing country or region, and the country or region where the aquaculture products are located), all involved production and processing enterprises (including fishing vessels, processing vessels, transport vessels, and independent refrigerators), and the destination must be marked as the People's Republic of China.
The content of this provision follows the labeling requirements for imported aquatic products in the "Measures for the Supervision and Administration of Import and Export Aquatic Products Inspection and Quarantine" issued by the former General Administration of Quality Supervision, Inspection and Quarantine Order No. 135 on January 4, 2011, and revised according to the General Administration of Customs Order No. 243 on November 23, 2018. Due to the abolishment of the original Measures for the Supervision and Administration of Inspection and Quarantine of Import and Export Aquatic Products with the release of the Measures, the labeling requirements for imported aquatic products are reflected in this paragraph.
#The Chinese labels of imported health food and special dietary food must be printed on the minimum sales packaging and cannot be added.
This regulation aims to protect the food safety and physical health of specific consumer groups.
